PayLock announces the strategic hire of Matthew Silverman as Executive
Vice President, responsible for business development and strategic management
consulting. Formerly of ACS, Mr. Silverman brings 22 years of proven process
reengineering experience in government transportation and parking outsourcing
solutions to the growing PayLock team. Mr. Silverman has been directly responsible
for parking program implementations in Philadelphia, Los Angeles and Washington,
DC operating parking programs on behalf of the local government.

Parking Systems, and The City of Richmond. The program produced over $100,000
in delinquent revenue in the first 30 days of the program, with motorists reconciling,
on average, in under 5 minutes.
